SPARC Services and Programs Strategic Plan Goals

  1. Recruitment/Retention: SPARC will retain 80% of their employees at the individual program level. SPARC will do so by implementing initiatives in the following categories.
    • Benefits
    • New Hire & Recruiting
    • Staff Development/Training
    • Supervisory Initiatives
    • Infrastructure
  2. Growth/Expansion of Services/Programs & Funding: SPARC will add new service lines and add to current service lines during 2025. SPARC will reach this goal by following initiatives in the following areas.
    • Current Service Line Expansion
    • New Service Line Expansion
    • Diversification of Revenue Stream
    • Infrastructure
  3. Medicaid Transformation/Whole Person Care: SPARC will maintain strong membership and attendance at national, state, and local committees and collaboratives and share information with leadership and leadership development/training on the “big picture” around the BH system. SPARC will accomplish this goal with implementation of initiatives in the following categories.
    • Standard Plan
    • Child and Family Specialty Plan
    • 1915i Waiver Services
    • Infrastructure
  4. Compliance: SPARC will aim for 80% compliance rate for all required standards including service documentation, personnel & training, regulatory standards/policy & procedure, incident reporting, and for all other required internal and external requirements. SPARC will meet this goal by implementing initiatives in each of the following areas.
    • Routine & Targeted Internal Reviews
    • External Reviews
    • CARF Standards
    • Infrastructure
